ROMANIA: Hidroelectrica is testing the market: it put up for sale energy with delivery in 2025, at the price of 90 euros/MWh

Hidroelectrica, the largest electricity producer in Romania, after a long time, went out to sell electricity in the bilateral contract market, practically testing the market with a small package, but at a price that is not small.

Hidroelectrica has put up for sale electricity in the band, with delivery throughout the year 2025, on the platform of bilateral contracts version Flex Extended Auction. The amount put up for sale was quite small – a package of 5 MW, totaling 43,800 MWh, so most likely the company wanted to test the market, after a long period of selling much of the energy produced through the Centralized Purchase Mechanism MACEA.

Hidroelectrica put the energy up for sale at the price of 450 lei/MWh. He received only one offer, from Transenergo Microhidro SRL, and the transaction was completed at 452 lei/MWh, that is, around 90 euros/MWh.

So above the current reference, of 400 lei/MWh, with which producers can sell, until the end of the year, energy through MACEE – the centralized purchase mechanism through which large suppliers receive energy – but which has become optional and is still valid until the end of the year.

If there are no more legislative changes, in theory the electricity market will be 100% free again for producers from the beginning of 2025. In the process of transition to the free market, for the period April 1, 2025 – March 31, 2026, suppliers will publish offers- type only for periods for which they have purchased, on the date the offer was drawn up, a quantity of electricity at least equal to 50% of the consumption of customers in the portfolio.

80-90 euro/MWh to be the new reference?

After a long period of time, large producers are starting to enter the energy market again with term delivery which, practically, due to the capping legislation, almost did not exist anymore, and from here another problem appeared in the course of re- liberalization: what is the market price of energy, really? because the only relevant market was the day-ahead market

For the time being, prices for “calendar” type products are around this level, after yesterday, Nuclearelectrica, another large state-controlled producer, sold energy with delivery throughout 2025 at prices between 435 and 453 lei/MWh.
