ROMANIA: Law change prepared for prosumers. The distribution companies would receive the data from the inverters and the prosumers would receive incentives to give their consent

The Ministry of Energy is working on a legislative amendment through which the data from the prosumer inverters can be accessed in real time by the distribution companies, the aim being that the network no longer disconnects them when excess energy is injected and can still be used as more energy from renewable sources. Prosumers would be encouraged by distributors to provide access to the data, but it is not yet clear how.
“We are working on the amendment of Law 123 and we want to give prosumers the possibility that, in partnership, together with distribution operators, they can better monitor the parameters in the inverters, of course with the consent and forms of stimulation of the prosumers”.
The statement was made by Dan Drăgan, Secretary of State in the Ministry of Energy, at a conference organized by the Focus Energetic publication. I asked the Energy official for more details, after this statement
“We need to see exactly what is the production from renewable sources at the internal level of the prosumer, because now we only measure at the delimitation point in the network and we want to know exactly how much renewable energy we produce in Romania and how much we consume until the surplus is injected into the network, because this renewable energy will enter Romania’s quota. Again, it is very important that the distributors, in common agreement with the prosumers, have the opportunity to see the technical parameters of the network, from the inverters, and depending on this aspect to be able to adjust the network dynamically in the future through digitization.
This only means a transmission of some information that the inverter has, to be used, because they are currently unused”, said Drăgan.
I asked the Secretary of State, as a prosumer, what interest would I have in the matter? “Are you forcing me or stimulating me?”
“It’s about stimulated, that’s how we think and that’s how I think it’s the most correct approach, for the distributor to stimulate the prosumer. It is very important (for the distributor – ed.) because the more data he has access to in a distribution area, the more he will be able to know exactly the variations and investments he needs to make in the transformation point in the future, so that as much energy as possible can be injected into the network at certain times.
Because right now, as far as I know, if there’s a voltage surplus, they take all the prosumers out of that transformation point. If he, together with the prosumers in the area, had access to the data, he (the distributor – ed.) could reduce, so that part of the energy is not lost.
We want that in the future this (prosumer disconnection – ed.) happens as rarely as possible, and as much energy that is available at a given moment is injected into the network. But this can only be achieved through a dynamic transfer of data,” explains Drăgan.
“It will also benefit the prosumer, in the sense that the periods of interruption of the injection into the network, caused by technical aspects, will be significantly reduced. The cast is left to think about what incentives to give, but they should. It will be to the benefit of both parties,” Drăgan said when asked how prosumers could be encouraged to allow data transfer to the network
The installed capacity at the prosumer level is now around 1.7 GW and is constantly growing.
