The photovoltaic park purchased by Premier Energy from Ciolacu’s nephew, partially financed from the PNRR, is closer to entering operation

The company that wants to develop a photovoltaic park with storage in Buzău County, previously bought by a subsidiary of Premier Energy from Mihai Cristian Ciolacu, is about to obtain an establishment authorization from ANRE tomorrow.

“Draft decision and report on the granting of the Establishment Authorization requested by the company DEVELOPMENT POWER SOLAR ENERGY SRL for the construction of the new energy capacity Centrala Electrică Mixtă (CEF+IS – photovoltaic park with shock installation – ed.) Stâlpu 1”.

This is one of the decisions that the Energy Regulatory Authority (ANRE) is to make, in tomorrow’s Regulatory Committee meeting. Obtaining the establishment authorization denotes that the project has already obtained financing and, most likely, is one that will be completed and will produce electricity. Once completed, the project must pass tests and, finally, must obtain a commercial operating license, after which it can sell the energy produced

According to data on the Termene.ro platform, the company Development Power Solar Energy SRL is 90% controlled by Alive Renewable Holding, a company in the Premier Energy group. The rest of the shares are held by Motor Oil Renewable Energy, the renewable division of the Greek energy company Motor Oil.

The company, founded three years ago, was 50% owned by Mihai Cristian Ciolacu, who was also an administrator, nephew of former Prime Minister Marcel Ciolacu. according to press reports. Subsequently, the company submitted an application for financing, from the PNRR, of a photovoltaic project that ultimately reached a designed capacity of 49 MW, to which a 16 MWh storage facility was later added. The initial investment in the photovoltaic park was approximately 185 million lei, of which the state aid component requested through the PNRR was approximately 51 million. The project also obtained the technical connection approval (ATR) from Transelectrica in 2023.

Towards the end of last year, Alive Renewable Holding Limited, a subsidiary of Premier Energy, a group indirectly controlled by Czech businessman Jiri Smejc and listed on the Bucharest Stock Exchange, announced that it had completed the acquisition of a 90% stake in the company.

Premier Energy estimated that the completion and start of commercial operation of the photovoltaic park would take place in the second half of 2025.
