Greenpeace Bulgaria to the COP: Agrophotovoltaics – yes, but with clear rules and priority on urbanized areas

“Greenpeace” – Bulgaria recommends clear rules for the construction of agro-photovoltaics (AFV) on agricultural lands without changing their purpose. And calls for RES projects to be built as a priority in urbanized areas.

In an opinion drawn up at the request of the Constitutional Court, the organization expressed support for AFV technologies, stressing that they:

preserve the basic agricultural functions of the land;
ensure energy independence for farmers, enabling them to secure their energy costs and expand their sources of income;
contribute to the entry of clean energy.

However, Greenpeace – Bulgaria insists on the definition of clear criteria for agro-photovoltaic projects. “The rules for control and effective measures and sanctions must be regulated at the legal level to ensure the rational use of the land and the avoidance of abuses,” the organization’s experts emphasize. And once again they draw attention to the lack of environmental priorities in the Bulgarian legislation.

According to “Greenpeace” – Bulgaria:

The development of RES is a national strategy, but a priority in urbanized or already affected territories. 
Facilitating AFV projects will stimulate decentralized energy production – giving citizens the opportunity to actively engage with their own systems close to where they use electricity. This will reduce the need to build large centralized energy projects. 

Prioritizing energy production in populated areas and at the site of sites such as mines, landfills, etc., will reduce the pressure for energy production on agricultural land or in places with rich ecosystems and habitats. 

“Greenpeace” – Bulgaria calls for responsible planning of AFV, combining energy benefits with protection of the environment and biodiversity.
